Garthdee Community Council in Aberdeen has received complaints from residents over cars being left parked on a green area near the student accommodation Caledon Court.
Residents have been left frustrated, as they have to pay for permits in the area's Controlled Parking Zone.
Community council chairman Paul O'Connor said talks were being held between Aberdeen City Council, Robert Gordan University and the operator of the accommodation, Fresh Student Living.
Local councillor Ian Yuill welcomes calls for a solution, saying: "It's good to talk and it's in everyone's interests. There is a real issue with vehicles being parked on the grass and it's important it's resolved soon."
Meanwhile, a spokesperson for Fresh Property Group said residents at Caledon Court have been warned over parking in the area, adding: "Our aim is always to be a good neighbour. We have spoken to our students and reminded them not to park on the grass."
"We will continue to monitor the situation and do all we can to help address the issue."
