Plans for PBSA Development in Leeds Resubmitted

Plans for a new student accommodation development in Leeds have been resubmitted following a refusal last year.
Torsion Developments are behind the application, which would see the demolition of an existing commercial building on Burley Road and the construction of a purpose-built student accommodation scheme.
The previous application was submitted in March 2019 and after consideration by the council's South and West Plans, was refused in August 2022. The reason for the refusal was that the building would overshadow the terrace associated with the Five Ways Recovery Academy.
Up to 44 student beds would be delivered if approved, in a mix of cluster flats and studio units.
A planning statement submitted in the application said: "The sole reason for refusal related to the impact of the new building on the outdoor amenity of the terrace, by reason of an unacceptable level of overshadowing, dominance and outlook. However, it has been demonstrated that the impact of the building on the terrace would not adversely affect the daylight and sunlight hours experienced against industry methodology set by the Building Research Establishment (BRE)."
