A proposal has been submitted for a new student accommodation development in the west end of Glasgow, ranging from five to seven storeys. The project, comprising 134 studio rooms and a roof terrace, awaits approval from Glasgow City Council's planning committee. The intended location is the intersection of Kelbourne Street and Queen Margaret Drive, near the Botanic Gardens.


Originally greenlit for a 39-flat development in July 2022, the plans have been revised. The updated application justifies the change by highlighting the significant increase in the shortage of student accommodation since the initial planning permission. Consequently, the proposed use is now specified as Purpose Built Student Accommodation.


Kelvin Properties, a west-end developer, submitted the plans in collaboration with HAUS, a Glasgow-based architectural firm known for addressing societal, cultural, and economic issues through a collaborative design approach with leading thinkers and designers.


Should the plans gain approval, the student accommodation will be managed by Fresh Student Living. The management company pledges to provide on-site management, student well-being support, and community-focused programs.


The application contained documents stating: "The site is prominent within the city's west end, and its location presents a unique opportunity to deliver a dynamic development through the quality of architecture and landscape design.


"Our proposals for the subject site are for the creation of a Purpose Built Student Accommodation (PBSA), comprising 134 studio rooms and associated ancillary and amenity facilities, including landscaping and public realm. These facilities include internal and external student amenity spaces, cycle store, a laundry room, a staff area and a parcel store.


"The design has evolved based on the brand standards of This Is Fresh, a highly experienced student homes operator who will manage the building on-site, provide wellbeing support for students and a range of programmes to ensure strong connections are built with the community."


"The proposal has respected the established design principals of the existing planning consent, retaining the building footprint, scale and massing. Internal amendments have been made to accommodate the student housing typology.


"All servicing of the proposal are to take place off Kelbourne Street, cognisant of current traffic restrictions along Queen Margaret Drive. Kelvin Properties Limited are committed to delivering residential developments designed to the highest quality standard."
