273-Bed PBSA In Liverpool Recommended for Approval

Plans were submitted to Liverpool Council for a 273-bed student accommodation to be located in the city centre.
The site is on land at Oldham Place on Roscoe Street which is currently vacant. It was last used as a car park until 2005, but has laid empty since. Campuses for Liverpool University, Liverpool John Moores University, and the Liverpool Institute for Performing Arts (LIPA) are located within 5 minutes walk of the site, which is also ideally located for Liverpool city centre and transport options.
The site has previously been granted planning permission for a 210-bed student accommodation in November 2018. Prior to this permission was granted in March 2016 for a 117-bed PBSA, and in 2012 for 112 student beds.
The plans consist of 223 studio beds and 10 5-bed cluster rooms. The development also includes a ground floor commercial unit. This unit can support a number of appropriate 'town centre' type uses including neighbourhood shop, cafe, restaurant, gym, office or a bar.
The building would have sections of 8, 10, and 11 storeys.
The accommodation will have no on-site car parking provided, however there will be a covered cycle storage facility.
The proposal cites "some anti-social behaviour issues" that have resulted from the location being left derelict. It claims that the regeneration "is important to the continued redevelopment of the Oldham Street Area".
It states: "This revised scheme has taken on board all of the Planning Officers and Urban Design Officers comments and will ultimately create a visually attractive building which will contribute positively to the evolving townscape in and around Oldham Place."
The report is due for consideration by Liverpool Council Planning Committee next week.
